Founded in 1929, the Council of Social Agencies was charged with promulgating and promoting studies, plans and programs that would provide information on Los Angeles' social welfare programs and to coordinate the activities of its membership, social welfare agencies in the city doing charitable and relief work. In 1944, the Council changed its name to the Welfare Planning Council of Metropolitan Los Angeles.
