Institutional Advancement was first established as Information and Publications in 1968, three years after the college was founded. The department was primarily responsible for publishing the college catalog, class schedule, and program fliers; media relations; and promotion of local funding elections.
Larry Romine had helped Bert Dotson, the first assistant to president, with information and publications for the first three years of the college before the department was established. He was appointed as the first director of Information and Publications in 1968.
In the mid-1970s, responsibility for the coordination of local funding elections was transferred to Information and Publications, and the department changed its name to College/Community Relations in 1975. In addition, the department was given responsibility for Printings and Graphics, Grants, and Development Fund in the 1980s. The name was again changed to Public Relations/Foundation in 1984 and finally to Institutional Advancement in 1986. In 2000 the department was placed under the President's Office and was renamed Marketing and Public Relations.
The first director of the department, Larry Romine, served from 1968 until his retirement in 1992. Diane Dann, publications coordinator in the late 1970s, then publications manager and associate director in 1984, became Larry Romine's successor and served as director from 1992-2002.
Larry Romine was director of Institutional Advancement from 1968 to 1992.
Romine received his B.A from Midland University in Nebraska and his M.A in journalism from the University of Oregon. He worked as a reporter for The Eugene Register-Guard where he was a strong advocate for community colleges. He joined the staff of Lane Community College as a journalism instructor in 1966 and became the first director of Institutional Advancement in 1968. Until his retirement in 1992, he worked primarily in public relations, media relations, marketing, elections, and presidential communications.
Romine is the author of Lane Community College: The Parnell Years.

Eugene Vocational School (EVS), 1938-1959, and Eugene Technical-Vocational School (ETVS), 1959-1965 are the predecessors of Lane Community College.
In response to the high unemployment during the Great Depression, Eugene Vocational School was established in 1938 to provide manual education and training to high school students and unemployed adults. It was a cooperative venture between Eugene School District #4 and the State Department for Vocational Education. The new vocational school held its first classes on February 1, 1938, in the original Geary School at Fourth and Madison in Eugene.
Lillian Van Loan was hired as the first full-time teacher and became the school's first director. In March 1938, over 300 students showed up for the first night-time classes. By fall 1938, 22 full and part-time teachers were on the staff of EVS.
Eugene Vocational School responded to the need for skilled workers during World War II and then made a successful transition to peacetime after 1945. In 1947, the radio station KRVM signed on as the first educational FM station in the northwest. In the 1950s the Licensed Practical Nursing Program, the Electrical Engineering Technician Program, and community-oriented adult education classes were added to the curriculum.
In 1958, the name of the school was changed to Eugene Technical-Vocational School, reflecting the addition of more technologically oriented courses. In 1960, new facilities at 200 North Monroe replaced the old Geary School building.
Local educational leaders recognized the need to expand ETVS into a regional institution that would better serve the diverse needs of the wider community. Following the October 1964 election, Lane Community College was founded and ETVS was folded into the new community college which opened for classes in 1965.
Directors: Lillian Van Loan, 1938-1944; Dale Perry, 1944-1945; LeRoy Erdmann, 1945-1949; W.W. (Bill) Cox, 1949-1964.

Institutional Advancement was first established as Information and Publications in 1968, three years after the college was founded. The department was primarily responsible for publishing the college catalog, class schedule, and program fliers; media relations; and promotion of local funding elections.
Acting president Bob Hamill named Larry Romine as the first director of Information and Publications. Romine had helped Bert Dotson, the first assistant to president, with information and publications for the first three years of the college before the department was established.
In the 1970s, the department made efforts to revive and strengthen the high school relations program and initiated a campus tour program for high school students. This program was later transferred to Student Services when it was well-established. In the mid-1970s, responsibility for the coordination of local funding elections was transferred to Information and Publications, and the department changed its name to College/Community Relations in 1975. In addition, the department was given duties of Printings and Graphics, Grants, and Development Fund in the 1980s and again changed its name to Public Relations/Foundation in 1984 and finally to Institutional Advancement in 1986.
The first director of the department, Larry Romine, retired in 1992. Diane Dann, publications coordinator in the late 1970s, then publications manager and associate director in 1984, became Larry Romine's successor.
Larry Romine received his B.A from Midland University in Nebraska and his M.A in journalism from the University of Oregon. During and after his study at the University of Oregon, he worked as a reporter for the Eugene Register-Guard.
As a reporter, he was a strong advocate for community colleges and frequently wrote about the efforts to create a community college in Lane County in the 1960s. He joined the staff of Lane Community College as a journalism instructor in 1966 and became the first director of Institutional Advancement in 1968. Until his retirement in 1992, he worked primarily in public relations, media relations, marketing, elections, and presidential communications. His efforts as director of Institutional Advancement helped strengthen community support for the college.
In the 1970s, he also served as a speechwriter for LCC president Eldon Schafer and Richard Turner III, and through his writing he helped bring the college national attention and recognition. Romine was instrumental in establishing the Productivity Center which today exists as Institutional Research, Assessment and Planning.
He served on the Lane Board of Education from 1997-2001 representing Zone 1 in the western part of the college district. He was later appointed to the Board from Zone 5 in 2002 and continues to serve as of 2006.
Romine is the author of Lane Community College: The Parnell Years.

The Archives holds Class Schedules for the main campus since 1965, for LCC Cottage Grove since 1978, and for LCC Florence since 1973. Since 2006, the class schedule has been published in the form of a magazine called Aspire. Aspire is mailed to all households in Lane County.
Publication of the Class Schedule had been the responsibility of Institutional Advancement. Since the 2002-2003 academic year, Institutional Research, Assessment and Planning has been responsible for publishing the Class Schedule and its successor publication, Aspire.
