The Breast and Cervical Cancer Control Program (BCCCP) was authorized by federal legislation, Public Law 101-354, as the Breast and Cervical Cancer Mortality Prevention Act of 1990. The program operates within the Texas Department of Health and is funded under cooperative agreement with the Center for Disease Control and Prevention (CDC) with some funding also from the Texas Cancer Council. The purpose of the program is to provide breast and cervical cancer screening at no cost to low-income women. The program also provides community outreach, professional education, and data analyses.
