The National Lutheran Council (NLC) was established on September 6, 1918 as a common agency of participating Lutheran church bodies to administer domestic programs, publicize Lutheran activities and beliefs, and provide overseas emergency relief to areas devastated by World War I. In 1954, the NLC established the Spanish Literature Committee as a special committee composed of one literary worker from each general participating Lutheran church body. Through this body, a Hymnal Committee was established and plans for other publications, including a Spanish periodical, Sunday School tracts, and audio-visual and dramatic materials.

Were made and carried forth. By 1956, at the formation of the Division of Lutheran World Federation Affairs and its Department of Lutheran Cooperation in Latin America, the Spanish Literature Committee was renamed the Consultative Committee on Spanish Christian Literature.
