Norman Terrell (b. 1933) was born in Fort Worth, Texas. He graduated from the University of Washington (B.A., 1958) in linguistics and Oxford University (M.A., 1961) in Russian Language and Literature. During his service in the U.S. Air Force, he attended the Army Language School in Monterrey California, where he studied Polish. While at Oxford University, Norman supplemented his Rhodes Scholarship funds by doing Russian and Polish translations for clients in the U.K. Norman joined the Foreign Service in 1963, serving in Australia and Poland. He was Director of International Affairs, National Aeronautics and Space Administration (NASA) in 1977 and 1978; Assistant Director for Policy Review, U.S. Nuclear Regulatory Commission from 1975 to 1977; Special Assistant to the Counselor, Department of State from 1973 to 1975; Deputy Director, Office of International Security Policy, Department of State from 1971 to 1973; and Deputy Staff Director, President's General Advisory Committee on Arms Control and Disarmament from 1970 to 1971. He was Deputy Assistant Secretary of State for Science and Technology from 1978 to 1982. He was an Assistant Director of the Arms Control and Disarmament Agency (for Nuclear and Weapons Control), nominated in 1982. Terrell retired from the government in 1987 as Associate Administrator of NASA.
