District 1 of the New York State Nurses Association traces its origins back to the Buffalo District Nurses Association, which was organized in 1885 and was incorporated under New York State law in 1981 with the object of providing nursing care for the citizens of Buffalo. Under a bylaws change of the American Nurses Association and the New York State Nurses Association that created district or county level affiliates of state nurses associations throughout the United States, District 1 of the New York State Nurses Association was organized and incorporated in 1919 as the Western New York District of the New York State Nurses Association.

The Professional Nurses Association of Rockland County was created in 1947 when it split off from District 11. The first election was held in 1949, choosing Gladys Weber as President and appointing Board and Committee members. The District was incorporated on August 21, 1951 as "District 17 of the New York State Nurses Association, Inc." Membership grew rapidly, and in 1951 the District received an award from NYSNA for the greatest increase in membership. Members have been very active since the beginning, both within the local community and within the profession.

In the 1960s, the District began giving annual awards to high school graduates entering a school of nursing, as well as to exceptional graduates of local nursing schools. Continuing education has been a key part of the District's offerings to its members, as has maintaining an awareness of legislative actions that affect nurses in New York State.
