On June 21, 1781, the General Assembly passed a resolution calling on the governor and Council to settle the expenses of George Rogers Clark and others arising from the military conquest of the "Western Country" (Kentucky, Ohio, Illinois) during the Revolution. Accordingly, on July 20, 1781, the Council appointed five commissioners to travel to the Falls of the Ohio (Louisville) and settle whatever claims might be presented. By July 1, 1783, the commissioners had presented their findings to the Council and disbanded.
