Herbert Baldwin Foster was born on November 12, 1874 in Amherst, Massachusetts. He earned his A.B. at Harvard in 1895, and taught for one year at the Brooklyn Latin School in Brooklyn, New York. In 1897 he entered Hopkins to earn his Ph.D. in Greek.

In 1905, he completed the first English translation of Cassius Dio Cocceianus's History of Rome. Foster died in 1906.
