Very little biographical information is available regarding Owen Williams of Gaerwen Uchaf, Anglesey. He was a corn merchant who had workers loading corn for him at various locations on the island and his business brought him into contact with the corn market firms of Chester and Liverpool.

According to the original cataloguer of his manuscripts, Thomas Richards, he was undoubtedly a regular contributor to the Bible Society in Anglesey between 1814 and 1843. He had two brothers, John and William.
