Established in 1977 as the successor body of the U.S.A. National Committee of the Lutheran World Federation (USANC), LWM was a joint agency of the Lutheran Church in America, The American Lutheran Church, and the Association of Evangelical Lutheran Churches. Its Office on Volunteer Service was established to promote volunteerism among its Lutheran constituency and to carry out its volunteer program, World Brotherhood Exchange (WBE). WBE was established in 1961 as an independent agency. In 1967, the program was transferred to the Lutheran Council in the U.S.A. where it remained until its transfer in 1976 to the USANC.
