Born in Bath, N.Y. Practiced law in Buffalo beginning in 1854; founding partner of law firm Bowen, Rogers & Locke. He was a member of the Constitution Revision Committee in 1872, was elected state senator in 1875, was nominated for lieut. governor in 1876, and for many years was a member of the executive committee of the National Civil Service Reform League.
