Carl Turner served as Chairman of the Cummbres and Toltec Scenic Railroad Commission. The Commission, an interstate agency (New Mexico and Colorado), was established in 1977 (1977 NM Laws, Chp. 350, Sec. 1-8) to administer the Cumbres & Toltec Scenic Railroad, a narrow gauge railroad line operating between Chama, New Mexico and Antonito, Colorado.
