The Commission, an interstate agency (New Mexico and Colorado), was established in 1977 (1977 NM Laws, Chp. 350, Sec. 1-8) to administer the Cumbres & Toltec Scenic Railroad, a narrow gauge railroad line operating between Chama, New Mexico and Antonito, Colorado.
