William Brown Agnew was born in Carluke, South Lanarkshire, Scotland, in 1903 and matriculated in 1924 in the Faculty of Law at the University of Glasgow , Scotland. He took law classes between 1924 and 1927, going on to form his own business. For twenty-four years he was the Procurator-fiscal (public prosecutor) in Kincardineshire, Scotland. He died c.1977.
