Philip Hayes (1887-1949) was born in Portage, Wisconsin. He received his commission in the infantry from West Point in 1909 and returned to be an instructor there from 1912 to 1917. He advanced to the rank of brigadier general in June 1943, and was commander of the 3rd Service Command from December 1943 to January 1946. He retired from Army service in May 1946.
