The Office of Treasurer and Controller was established in 1974 when Dr. Joseph F. Volker promoted Don Young, university comptroller, to direct this new unit. In this post, Young reported to Vice President for Finance Jerry Young. As treasurer and controller, Young maintained responsibility for budget administration, student accounting services, grants and contracts accounting, accounting, investments, purchasing, payroll, and insurance. He maintained these responsibilities until 1983 when Dr. Jerry Young died. At that time, President S. Richardson Hill dissolved the Office of Vice President for Financial Affairs and redistributed the responsibilities of the office. Hill then named Young as the chief financial officer of UAB under the title director of financial affairs and university treasurer. A separate Office of Controller was created and along with the budget director, communications office, investment manager, purchasing department, and University Computing Center reported to Young.
