The National Lutheran Council (NLC) was founded on September 6, 1918 as a common agency of participating Lutheran church bodies to administer domestic programs, publicize Lutheran activities and beliefs, and provide overseas emergency relief to areas devastated by World War I. Paul C. Empie (1909-1979) served as the NLC's fourth and final Executive Director from 1948 until 1966. Prior to this appointment, Empie served as the NLC's assistant executive director (1944-1948) and as director of Lutheran World Action activities (1940-1972). After formation of the NLC's successor organization, the Lutheran Council in the U.S.A., in 1966, Empie.

Served as General Secretary of the U.S.A. National Committee of the Lutheran World Federation (1967-1972).
