The Concerned Citizens for a Quality Environment (CCQE) was organized in the fall of 1973 in Missoula County, Montana. The organization was in direct response to the announcement by the Hoerner-Waldorf Corporation of their planned expansion of their kraft pulp mill. After numerous attempts to stop the expansion through letters to the editor to writing to Senator Mike Mansfield, the expansion went ahead. The CCQE then tried to curb Hoerner-Waldorf by accusing revenue bond fraud, of which Hoerner-Waldorf was not convicted. In 1977 Hoerner-Waldorf became a division of Champion International Inc., and in December 1979 the company was fully incorporated into Champion.
