Jim Chapman, United States Representative from Texas, was born in Washington D. C. on March 8, 1945. He obtained a B.A. from the University of Texas at Austin in 1968 and graduated from Southern Methodist University School of Law in 1970. Following the completion of his education, Chapman practiced law privately until he became a district attorney for the Eighth Judicial District (1976-1985). By special election he was elected as a Democrat to the 99th Congress, to fill United States Representative Sam B. Hall, Jr.'s vacated seat. Chapman served in the Congress from 1985 until 1996, when he failed to be nominated as a candidate to the United States Senate.
