Oscar Sydney Cox (1905-1966) was born in Portland, Maine. He attended the Massachusetts Institute of Technology, and received his Ph.B. in 1927, and his LL.B. in 1929 from Yale University. Cox was associated with the law firm of Cadwalader, Wickersham and Taft, and a member of both the Supreme Court and New York bars from 1919 to 1934. He was appointed the City of New York's assistant corporation counsel in charge of taxes in 1934. He held the post until 1938. Cox's federal government career began in 1938 when he was appointed Assistant to the General Counsel, U.S. Treasury Department, a post he held until 1941. Cox then served as General Counsel of both the Lend-Lease Administration and the Office of Emergency Management from 1941 to 1943, and then as Assistant Solicitor General of the United States from February 1942 to December 1943. He then served as General Counsel for the Foreign Economic Administration from December 1943 to January 1945, then as Deputy Administrator of the Foreign Economic Administration from January to October 1945.
