Born in Dublin, MacArtney was ordained an Anglican priest in 1821 and remained in Ireland until 1848, when he migrated to Australia. He was active in the founding of St Paul's Cathedral.

Macartney, a Church of England clergyman, arrived in Melbourne in 1848. In November 1848 he was appointed archdeacon of Geelong, and in 1852 he left Geelong to become dean of Melbourne and incumbent of St. James's Cathedral Church. In 1857 he became archdeacon of Melbourne, with responsibility for supervising deacons and supplying ministrations to areas without resident clergy. He remained in this post for 30 years, until he could no longer travel to country districts. He resigned from St. James's in 1860 to devote himself to the work of the archdeaconry.
