The State Civil Service Commission was created by an act of the State Legislature of 1905 (chapter 363). It was succeeded by the Bureau of Personnel (WIHV88-A116) as a result of 1929 legislative action (chapter 465).

The commission administered the state's classified civil service system, including such responsibilities as examining and certifying candidates for state employment and classifying positions. The commission consisted of a three-person panel which employed a secretary and chief examiner.
