Born and raised in Bemidji, Minnesota, Dwaine Hoberg became a teacher and coach. He coached football at Moorhead High School and Moorhead State College before entering politics, with election to the city council in 1963. He subsequently served three terms as Moorhead's mayor, was elected to the Minnesota Legislature in 1978 and served until his retirement in 1984. He died soon after his retirement.
