John H. Hoover was born in Seville, Ohio in 1887. He was a 1907 graduate of the U.S. Naval Academy and served in World War I aboard the USS Cushing. A submariner, aviator, and surface warfare officer, he graduated from the Naval War College in 1932 and from the Army War College in 1937. In 1941, he was promoted to flag rank and became commandant of the Tenth Naval District, then was assigned as CO, Caribbean Sea Frontier, 1941-1943. During World War II, he served as CO, Aircraft, Central Pacific Force, CO, Forward Area, Central Pacific, and as Commander, Marianas. In 1945, he was named Deputy Commander in Chief, Pacific Fleet and Pacific Ocean Areas, second to ADM Nimitz. After the war ended, he was a member of the General Board and witnessed the Bikini Atomic bomb tests. He retired in 1948 and died in 1970.
