New York (State). State Study Commission for New York City
Variant namesThe commission, commonly known as the "Scott Commission" after its chairman, Stuart N. Scott, was established in 1971. It investigated and prepared reports on the management of three New York City agencies, two housing programs, and the city pension system.
The commission operated in a period when New York City was experiencing economic, fiscal, governmental and racial crises. The New York City mayoral administration only reluctantly gave information to the commission, until the courts ordered it to do so. Chief Counsel John F. Keenan was later appointed Special State Prosecutor for Investigation of the New York City Criminal Justice System.

This Commission was created by a law of 1971 (Ch. 413) for the purpose of attaining efficiency, economy and improvement in the operation of city government.
The Commission was directed to investigate and hold public hearings on management, structure, organization and the fiscal and governance practices of New York City, and its agencies; propose such legislation and recommendations in this area as the Commission shall find appropriate, desirable and proper for presentation to the Legislature at the 1972 session, including changes in the provisions of the city charter, administrative code and other laws.
The Commission consisted of five members, three appointed by the Governor (including the Chair), one by the Temporary President of the Senate, and one by the Speaker of the Assembly.
A law of 1973 (Chapter 153) continued the Commission through June 11, 1973, when it completed its work.
