Low was born in Dunedin, New Zealand on 7 April 1891. In 1902 he was appointed as political cartoonist at the Spectator in Christchurch, New Zealand. In 1911 he moved to the Bulletin in Sydney, Australia.
He travelled to London to join the Star in 1919 and later worked for the Evening Standard (1927-50) and the Daily Herald (1950-53). He Joined the Manchester Guardian in 1953 and continued to work for the paper until shortly before his death in 1963.
