Brown was a noted thoracic surgeon who served in two world wars. He served as chief of thoracic surgery at New York's Roosevelt and Belleview hospitals, was Gen. Lucius Clay's medical arm in the early days of the Berlin occupation, was a brigadier general advisor on reserve affairs to the Army surgeon general, and served for seven years as the top medical officer in the Defense Department. In 1954, he proposed the "Berry Plan" under which thousands of physicians and surgeons were deferred from the draft to complete their residencies before entering on active duty.

In 1954, he proposed the "Berry Plan" under which thousands of physicians and surgeons were deferred from the draft to complete their residencies before entering on active duty. Dr. Berry was also editorial advisor to U.S. MEDICINE during its formative years.
