The Educational Finance and Cultural Affairs Department was established by a legislative act in 1977 (1977 Laws of N.M., Chp. 246, Sec. 1-67). The Department consisted of Administrative Services, Library, Arts, Museum, and Public School Finance divisions. In 1979 Executive Order 79-48 made the Office was administratively attached to the Department of Finance and Administration with five divisions: Administrative Services, Museum, Arts, Library, and International Space Hall of Fame. In 1980 a legislative act abolished the Educational Finance and Cultural Affairs Department and established the Office of Cultural Affairs (1980 Laws of N.M., Chp. 151, Sec. 22-58) consisting of Administrative Services, Arts, Library, Museum, and International Space Hall of Fame divisions. In 1983 the Historic Preservation Bureau was transferred to the Office of Cultural Affairs where it became the Historic Preservation Division. (1983 Laws of N.M., Chp. 296, Sec. 16). As of 1997 the Office of Cultural Affairs consists of nine divisions: Administrative Services, Arts, Farm and Ranch Heritage, Hispanic Cultural, Historic Preservation, Library, Museum of New Mexico, Natural History and Science, and Space Center. The purpose of the Office is to administer and coordinate the arts and cultural programs of the state of New Mexico.
