American engineer; born in Paris, France, March 25, 1830; studied at the University of Virginia; was graduated at the Ecole des Ponts et Chauseees, Paris, in 1854; was assistant engineer on the completion of the National Capitol, Washington; engineer in the construction of the aqueduct in Washington; and was in charge of the United States survey for improving the Potomac river. During the Civil War he was colonel of engineers for the Confederate army; was chief engineer of the Cape Cod Canal. Died 1903.
