Dexter Chamberlain Bloomer was born in Aurora, New York in 1816. He married women's rights activist Amelia Jenks on April 15, 1840. They moved to Council Bluffs, Iowa in 1855, where Bloomer practiced law. Bloomer worked for the US Land Office and was active in civic and public affairs. He was president of the Council Bluffs Union League during the Civil War. Bloomer was an active Republican and served as mayor of Council Bluffs. He edited two newspapers in Council Bluffs and wrote a history of Pottawattamie County and a biography of his wife. He died February 24, 1900.
