Edgar B. Raudebaugh was a Carpentry foreman on the Coconino National Forest, possibly employed by the Civilian Conservation Corps (CCC) or the United States Forest Service from 1933 to 1936. From 1936 to 1939, he worked as an Occupational Interviewer for the Works Progress Administration on the Coronado National Forest. In Arizona, the first CCC enrollees, single young men, ages 18 to 25, completed their training in Phoenix in May, 1933, and twenty-eight camps opened across Arizona with approximately 200 enrollees per camp. The work projects done by CCC enrollees included construction of trails, buildings, dams, roads, bridges and water diversions. Raudebaugh apparently supervised work crews year round and met with his supervisor to discuss various projects and the progress made. Raudebaugh's move to the Coronado National Forest appears to correspond to a change in both his employment title and in his supervising agency. After 1936, he was apparently employed by the Works Progress Administration, a Federal work relief agency created in 1933 by the same act that gave rise to the CCC. The WPA offered jobs to men and women by drawing on previous work skills and paying according to prevailing wage scales. On the National Forests, the WPA crews tackled projects similar to those of the CCC by working to improve recreation sites and facilities. Raudebaugh's work projects on the Coronado National Forest included fire duty, presumably in the Santa Catalina Mountains, construction of roads, bridges, dams and culverts in Sabino Canyon, as well as rock quarrying, moving saguaros, fishing in the canyon, and work in the campgrounds.
