The charter for the Faculty Council at Oklahoma Agricultural and Mechanical (A&M) College (OAMC) was approved by the Board of Regents for the Oklahoma Agricultural and Mechanical Colleges on October 8, 1953. The faculty approved the charter the next day. The organization is an advisory, not a legislative, body. The president of the College was the chairman of the council for its first 18 years. The first elections for vice chairman and secretary were held October 27 to November 2, 1953. Bylaws were adopted in March 1954. In February 1971 the Board of Regents approved a revised charter and bylaws of the general faculty making the council chairman the top elected officer of the faculty, the vice chairman-elect the vice chairman, and the president of the University the presiding officer rather than chairman.

Founded December 1890 as Oklahoma Agricultural and Mechanical (A&M) College; officially became Oklahoma State University in 1957.
