The commissioners of the Sinking Fund were authorized to purchase, cancel, and hold the bonds by acts passed by the General Assembly on February 7, 1906, and March 11, 1908.

The Sinking Fund was abolished by an act passed by the General Assembly on March 15, 1849, and its assets were transferred to the Board of Public Works. On March 26, 1853, the General Assembly passed an act reestablishing the Sinking Fund.
