The United Lutheran Church in America (ULCA) took an early role in publishing religious material in the Spanish language. Headed by William G. Arbaugh, Secretary of the ULCA's Division of Latin American Missions, the ULCA sought to foster cooperation among Lutheran church bodies in their missionary efforts. As early as 1946, Arbaugh supported a number of Spanish Lutheran Literature Conferences which addressed the need for Spanish religious tracts, books, hymnals, and other publications. In 1954, the Spanish Literature Committee was established as a special committee by the National Lutheran Council (NLC). (It appears that this committee was also referred to as the Sub-Committee on Spanish Literature.).

Through this body, a Hymnal Committee was established and plans for other publications were made and carried forth. By 1956, at the formation of the NLC's Division of Lutheran World Federation Affairs and its Department of Lutheran Cooperation in Latin America, the Spanish Literature Committee was renamed the Consultative Committee on Spanish Christian Literature.
