Illinois Congressman born in Carrollton, Ill. and graduated from Amherst College and Union Law School in Chicago. Practiced law in Carrollton until 1903 when he was elected as a Democrat to the 58th Congress where he served through 1921. Elected again in 1923 and served until his death in 1934, acting as majority leader in the 72nd Congress and Speaker of the House of Representatives in the 73rd Congress.
