Steven E. Smith began his political career in 1961, following graduation from California State University, Los Angeles, as a consultant to Assemblyman Charles H. Wilson. Smith served as chief executive officer for the Assembly Rules Committee, was appointed the first administrative officer of the California State Assembly, and was chief staff person for the 1965 reapportionment. Between 1975 and 1978, Smith was executive director of the Commission for Economic Development. He also served as campaign manager for Mervyn Dymally in the 1973 lieutenant governor race.
