Migulin, Petr Petrovich, b. 1870.
Professor of financial law at St. Petersburg and Kharḱov Universities and advisor to Witte, Stolypin, and Kokovt︠s︡ov in the last years of the monarchy. Migulin was the author of a number of books on Russian finance and economics, including "Agrarnyĭ Vopros" (Kharḱov, 1906) and "Nasha Bankovai︠a︡ Politika, (1729-1903)" (Kharḱov, 1904).
