Forest was called as an expert witness on behalf of the Adirondack Park Agency to provide testimony on Eurasian watermilfoil growth, behavior, and habitat in New York State at the March 24, 1987 proceedings held on the applications of the Lake George Park Commission for the application of Sonar to areas in Lake George containing Eurasian watermilfoil.

Forest was appointed by the Commissioner, Department of Environmental Services, city of Rochester, New York to the Upland Watershed Advisory Committee, and co-chaired the Lake Water Quality Subcommittee. The purpose of the Committee was to study the Hemlock/Canadice watershed and make recommendations to the Commissioner to improve watershed management practices and programs.

He represented the SUNY Environmental Resource Center at Geneseo and served on the committee from 1985-1986.
