Spaulding, Willis J., 1870-1965
Springfield, Illinois superintendent of the city water works, 1909-1911, and commissioner of public property, 1911-1944, and largely responsible for the building of Lake Springfield and the city-owned power plant. These were constructed from 1927-1935. President of the Public Ownership League of America.
