Theatrical producer, journalist and activist. Born in Puerto Rico in 1896, he was recruited in 1918 to work in South Carolina. In 1919, Vando moved to New York and became a producer and promoter of Puerto Rican theatre. He was also involved in community organizations such as the Porto Rican Brotherhood of America where he served as president and in pro-independence clubs and activities. Vando returned to Puerto Rico in 1945 where he worked as a journalist for newspapers like El Mundo and El Dia. Became a member of the Partido Independentista Puertorriqueño (PIP) and later helped found the Movimiento Pro Independencia (MPI) which became the Partido Socialista Puertorriqueño (PSP). Vando died in Puerto Rico in 1988.
