Born in Atlanta, Georgia, on December 20, 1920, Thomas A. Clark was appointed by President Jimmy Carter as a United States Circuit Judge for the Fifth Circuit Court of Appeals on November 2, 1979, and entered service on November 16, 1979. In 1980, Congress divided the Fifth Circuit, and since October 1, 1981, Judge Clark has served on the Eleventh Circuit Court of Appeals. He took senior status on August 31, 1991. Judge Clark retired from the bench in 1998, and died on September 4, 2005 in Vero Beach, Florida. Judge Clark graduated cum laude from Washington and Lee University, receiving a B.S. degree in 1942, and from the University of Georgia Law School, receiving an LL. B. degree in 1949. During World War II, he was on active duty in the United States Navy, 1942-1946, and attained the rank of Lieutenant Commander. Judge Clark practiced law in Bainbridge and Americus, Georgia, from 1949-1957, and in Tampa, Florida, from 1957-1979. He was a Senior Attorney-Shareholder in the law firm of Carlton, Fields, Ward, Emmanuel, Smith and Cutler in Tampa, Florida from 1961-1979. Judge Clark served as a Representative in the Georgia Legislature, Decatur County, Georgia, 1951-1952; and as County Solicitor, Decatur County, Georgia, 1952-1955. He married the former Betty Medlock and has three children, Thomas A. Clark, Jr., Christopher S. Clark, and Julia M. Clark; and two stepchildren: Allen L. Carter and Rosalyn Lackey Howell.
