The Rivers family first arrived in Alaska in 1912, when Julian Guy Rivers brought his family from the Yukon Territory to Iditarod. Victor Rivers was born in Seattle, Washington on January 15, 1905. He attended school outside the Territory, studying at the University of Washington and Northwestern University. He received a Bachelor of Civil Engineering degree from the McKinley College of Engineering in 1930. Victor Rivers worked as an assistant engineer for the Alaska Road Commission and opened his own engineering firm in 1934. He served as President of the Alaska Chamber of Commerce, was a member of the Alaska Senate from the 4th Judicial Division in Fairbanks, a member of the Alaska Senate from the 3rd District in Anchorage, and was selected as a delegate to the Alaska Constitutional Convention. He continued to be active in Alaskan politics until his death in 1959.
