Arvid Youngquist was born in Japan in the late 1940s to an American father and Japanese mother. He graduated from St. Joseph College (Catholic international school, located in Naka-ku, Yokohama, Japan that primarily served the expatriate community) with a high school diploma in 1967. He arrived in Austin, Texas later in the same year to attend the University of Texas. He joined the Army in 1969 and served in Ethiopia. Youngquist returned to Austin and earned a B.A. in Psychology from the University of Texas in 1973. After graduation he moved to Honolulu, Hawaii and was primarily employed as a Federal civil servant at Fort DeRussy and Fort Shafter. Youngquist returned to Austin in 1987 with his wife Gloria and his nephew. He found a job in the same year as a ratings clerk with the Uniform Commercial Code Division of the Texas Secretary of State. Youngquist became involved in local politics and civic organizations in both Hawaii and Texas and served on the Board of Trustees of the Austin/Travis County Mental Health/Mental Retardation Center in 1990.

Youngquist and his wife returned to Hawaii.
