The Tobacco Valley News was founded in 1960 by Richard C. Shirley. He continued as editor-publisher until 1976. He was also involved in community activities, including matters concerned with the impact of the Libby Dam. In 1976 Richard C. Shirley and his wife Joan sold the paper to Carl and Bonnie Riekmann.
