On Jan. 20, 1976 UCSD Chancellor W. D. McElroy appointed an Ad Hoc Committee to work with naval architects Rudolf F. Matzer & Associates to design a 160 ft. research vessel for the Scripps Institution of Oceanography.

The vessel was designed as a replacement for R/V Alexander Agassiz. When it was completed in 1978, it was named R/V New Horizon. The Ad Hoc Committee originally included SIO Director William Nierenberg (Chair), P. S. Branson, Robert L. Fisher, R. R. Hessler, O. Holm-Hansen, H. D. Johnson, Robert A. Knox, George L. Matson, and Richard Schwartzlose.
