This interview between John D. Costello and Robert E. Hennings was tape-recorded in Mr. Costello's office in San Francisco on October 15, 1960. Mr. Hennings was engaged at the time in writing a doctoral dissertation on the political significance of Senator James D. Phelan, whose Washington Clerk from 1917 to 1921 was John D. Costello. At Mr. Henning's suggestion, Mr. Costello kindly consented to put some of his recollections in permanent form.
