Shirley M. Green (b. Dec. 21, 1933, Graham, Tex.) has served in positions of government at the state and federal levels, from the White House to the Texas Governor''s office. She retired in 2003 from her two years of work as Director of Communications Services in the Office of Attorney General John Cornyn in Austin, Texas. From 1996 through 2000, she was the Director of Correspondence and Constituent Services in the Office of the Governor of Texas, where she managed a staff in preparing gubernatorial correspondence, greetings and proclamations reflecting Governor Bush''s positions and priorities on policy, budget and legislative issues. In Washington from 1993 to 1996, she managed the communications activities for democracy programs in 33 countries while serving as the Director of Program Support at the International Republican Institute, one of the four institutes of the National Endowment for Democracy. As the Deputy Assistant to the President for Presidential Messages and Correspondence in the White House from 1989 to 1993, she managed a large staff of professionals and more than 400 regular volunteers who composed substantive responses to the mail received by President George H. W. Bush and the First Lady. She also directed the activities for six other departments, including the White House gift unit, the public comment phone system and responses by Federal agencies. Her procedures helped manage mail that averaged 50,000 incoming letters per week and could reach as high as 150,000 during times of heightened tension. At the end of the Bush Administration, she served as the Director of his Washington Transition Office. Green came to her work at the White House from her position as Deputy Associate Administrator for Communications at the National Aeronautics and Space Administration (NASA). For two years in this position, she directed three communications divisions: Media Services, Public Services and Long-range Television Development. Prior to her service as the Deputy Associate Administrator, she was the Director of Public Affairs for NASA from 1985 to 1987. From 1981 to 1985, she served as the official spokesperson for Vice President Bush, while editing speeches and public messages and coordinating issues briefings for press events for the Vice President. Green was appointed by President George W. Bush to the J. William Fulbright Foreign Scholarship Board in 2003. Green was honored with an Exceptional Service Medal from NASA, was named one of ten Outstanding Republican Women of Texas, and served on the Office of Personnel Managements Senior Executive Service Advisory Board. She was educated at the University of Texas at Austin, where she received her B.A. in Business Administration.
