Richard A. Santillan, born 1920. In 1981 as director of the Chicano Reapportionment Project, Rose Institute of State and Local Government, Claremont, California, he organized a series of conferences which culminated in the creation of Californios for Fair Representation, perhaps the best organized and most articulate group addressing reapportionment as it affected the Chicano community in the state of California. He has been a longtime activist and advocate in the Mexican-American community of California, and has written extensively on reapportionment in the State and how it has affected the Mexican-American community.
