The State Bourndary Commission was created by Act 191 of 1968 and has the authority for annexation, incorporation, and consolidation processes involving local units of government. Throughout its history, the commission has been under the jurisdiction of various departments within state government: Treasury (1968-1980); Commerce (1980-1996); Consumer and Industry Services (1996-2003); Department of Labor and Economic Growth (2003-2009); Department of Energy, Labor and Economic Growth (2009-2010); Department of Licensing and Regulatory Affairs (2011-).
