Ann Lower was Congressman Robert C. Eckhardt’s administrative staff director as well as his campaign manager from 1976 to 1980. Furthermore, she managed campaigns for Ron Wattes, Craig Washington, Debra Danberg, and Fred Hoffheinz. Following Eckhardt’s defeat in 1980, Ann Lower worked at the Consumer Federation of America (CFA), 1980-1983, 1985-1999. Robert Eckhardt also eventually worked as a lobbyist for the CFA.
