The State Budget Office was created in 1975 when the Bureau of Planning and Budget (WIHV85-A901) was divided into the Budget Office, the Planning Office (WIHV85-A778), and the State Bureau of Program Management (WIHV85-A888) within the Executive Services Division (WIHV87-A272) of the Department of Administration (WIHV85-A694). In 1979, the budget duties became part of the State Executive Budget and Planning Division (WIHV87-A269).

The State Budget Office had an integral role in preparing the state's biennial and annual budgets.
